Virginia Driver Education Requirements

Teens Under Age 18
To obtain your driver’s license, you must meet the following criteria: 
  1. Be at least 16 years and 3 months of age. 
  2. Hold a learner's permit for at least 9 months. 
  3. Complete and pass a state-certified drivers education classroom course.*
  4. Complete a 45-hour driving log with at least 15 of the 45 hours driven at night. Parent will certify on temporary license. 
  5. Attend the Partners for Safe Teen Driving presentation and receive a certificate of completion. 
  6. Receive your DEC-1 card. 
  7. Complete and pass the Behind-the-Wheel portion of Driver Education. On the last day of the class, after taking and passing the road skills test, holding your permit for 9 months, and attending the PSTD night, your Behind-the-Wheel instructor will issue to your parent/guardian your temporary driver’s license (TDL- 180).*

Court Licensing Ceremony
During the 180-day period, you  will receive a notice from the Juvenile and Domestic Relations Court that will tell you when to appear for a licensing ceremony. During this ceremony, the teen will receive the driver’s license.
